Winter thermostat temperature lower than summer?

Why do they recommend to turn winter thermostat temperatures to 55 degrees? I dont really get this, but maybe that's because I live in a metric country. Can someone explain please?

I don't know about metric temps, but in farenheit temps, summer at 79 and winter at 68 is a reasonable setting which will keep the energy bills within a reasonable amount.
