Car audio amplifier, 10 pts., my amp's fan and led effects come on but not the power or protection lights?

where should i start troubleshooting?no o-scope yet, just a multi-meter. im a tech, but never amplifiers
it is a audiobahn A6004T, looks taken care of. where would you start and second, third, ect.
