Is my 91 Nissan Pathfinder V6's engine fan always supposed to be on?

I am pretty new to the auto scene. The fan seems to be just drivebelt driven, not electric. Each time I rev up the car, you don't even hear the engine, just a loud WOOOSSHH of the fan. Is it broken? Or is it just how the vehicle was engineered?

If it is belt driven then yes it will allways be on when you vehicle is running.
